SUMMARY/DISCUSSION:
Monterey County Department of Social Services (DSS) administers the In-Home Supportive Services Advisory Committee (IHSSAC). The IHSSAC submits recommendations to the Board of Supervisors and the Aging and Adult Services branch, including IHSS and Public Authority, providing input on Monterey County IHSS services. As a part of that effort, Advisory Committee members assess the needs of IHSS providers and consumers, study proposed legislation, and review procedures and policies. In addition, members advocate for IHSS providers and consumers in local and state forums.

The current version of the IHSSAC bylaws was approved by the Board of Supervisors in January 2020. The proposed changes, approved by the Advisory Committee on January 21, 2022, eliminate the IHSS Executive Committee, a sub-committee of IHSSAC whose sole purpose is to establish the agenda for the forthcoming Committee meeting. No other Advisory Committee in California has this structure, so Monterey County's IHSSAC is looking to adjust the structure to be more aligned with the rest of California counties' best practices for this effort.

OTHER AGENCY INVOLVEMENT:
The drafted changes to the bylaws were approved by the Advisory Committee and County Counsel has approved the bylaws as to form.

FINANCING:
Approval of this action has no impact on the County General Fund.
