RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Auditor-Controller to establish a new Appropriation Code for Health Department Administration, effective FY 2014-15.
 
SUMMARY/DISCUSSION:
Currently the Health Department Administration and Public Health Bureau budgets and finances are captured under the same appropriation unit.  In order to more transparently track overall Health Department Administration budget/expenditures, Health is requesting a new Appropriation Unit and Budget Unit be set up for Health Department Administration.  The Public Health Bureau, one of seven operational units within the Health Department will remain in HEA003. Creation of a separate organization structure for Health Department Administration will more easily facilitate tracking of budget and expenditures for Administration.  
 
This requested Board action authorizes the Auditor-Controller to establish the new Appropriation Code so that its structure is available in the County's financial system during the FY 2014-15 budget process.  Health will coordinate requested appropriations and other budget items with the County Administrative Office (CAO).  Final Board approval of the budget is expected as part of the FY 2014-15 budget hearings.
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller's Office and CAO have participated in the development of creating a new Appropriation Code for Health Department Administration.
 
FINANCING:
The recommended action of authorizing the Auditor-Controller to establish a new Appropriation Code for Health Department Administration, effective FY 2014-15, will improve the County's capability to transparently account for Health administrative costs.
