RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a one-year Memorandum of Understanding (MOU) (July 1, 2014 to June 30, 2015) with Monterey Peninsula Unified School District for provision of psychiatric services at the Cabrillo Family Resource Center, and
b. Authorize the Contracts/Purchasing Officer to approve up to three future amendments to this MOU where the amendments do not significantly change the scope of work.

SUMMARY/DISCUSSION:
The County is the recipient of a First 5 Monterey County grant to implement the Secure Families Program. The purpose of the Secure Families Program is to improve the ability of families, schools and communities to prepare children age 0-5 to enter school ready to succeed. The Behavioral Health Bureau through the Secure Families Program will provide mental health services to infant, toddler and pre-school age children with mental health consultation to the Monterey Peninsula Unified School District (MPUSD) Cabrillo Family Resource Center personnel who work with children ages 0-5. The Cabrillo Family Resource Center will be used as a venue for providing community-based and integrated services in Seaside.

It is recommended that this MOU become effective July 1, 2014. The delay for presentation was caused by the prolonged review process.
