RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a one year Memorandum of Understanding (MOU) (July 1, 2013 to June 30, 2014) with the San Andreas Regional Center (SARC) to formalize the collaboration between Monterey County Behavioral Health and SARC for psychiatric services to consumers under the jurisdiction of SARC, and
b. Authorize the Director of Health, to approve up to three future amendments to this MOU where the amendments do not significantly change the scope of work.

SUMMARY/DISCUSSION:
San Andreas Regional Center (SARC) is a community-based, private non-profit corporation that is funded by the State of California to serve people with developmental disabilities as required by the Lanterman Developmental Disabilities Services Act. SARC is one of twenty-one (21) Regional Centers throughout California and serves individuals and their families who reside within Monterey, San Benito, Santa Clara, and Santa Cruz Counties.

SARC has a long-standing relationship with all counties. This Memorandum of Understanding (MOU) formalizes the protocols for assessment, treatment and payment for psychiatric services provided by the Monterey County Health Department, Behavioral Health Bureau for Medi-Cal beneficiaries that are dually diagnosed with developmental disabilities and mental illness.
