RECOMMENDATION:
It is recommended that the Board of Supervisors consider making an appointment to the Monterey County Regional Fire District (MCRFD) Board of Directors for a four-year term, effective upon appointment through January 9, 2028.

SUMMARY/DISCUSSION:
The Monterey County Regional Fire District is governed by five Board of Directors who are appointed by the County of Monterey Board of Supervisors (Board). In October 2023, the Board adopted a policy concerning appointments to the MCRFD Board of Directors for the purpose of setting forth a clear and equitable process for appointments by the Board to the MCRFD Board.

In accordance with the policy (Exhibit A), a 30-day solicitation period was initiated to fill a current vacancy on the Board of Directors on November 16, 2023. The vacancy must be filled through Board appointment of a resident from the supervisorial district's service territory, in this instance, either District 4 or 5. By December 16, 2023, two applications with resume and statement of interest were submitted; a third application was received late and incomplete. The two complete applications have been vetted by the County Administrative Officer and reviewed by County Counsel, see attached applications.

The Board is asked to confer and make an appointment to the MCRFD Board for a four-year term.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated with the Office of County Counsel.

FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The proposed action advances the Board's administrative and public safety initiatives.
