RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize and direct the Auditor-Controller to amend the Housing and Community Development FY 2026-27 Adopted Budget for the Permanent Local Housing Allocation, Fund 1271, Department 31006, expense category 73000, to increase appropriations by $111,679.95 funded with prior year’s fund balance. (4/5ths vote required)
SUMMARY:
The Housing and Community Development Department (HCD) and Department of Social Services (DSS) have entered an Inter-Departmental Memorandum (IDM) wherein Permanent Local Housing Allocation (PLHA) funds are passed through to fund operations at the Navigation Center and for Case Management Services. The adopted budget for Fiscal Year 2025-26 did not anticipate the need for PLHA funds to be accelerated as a result of the transition of operations from DSS to the County Administrative Offices (CAO) for the Navigation Center and Case Management Services. This action is proposed to allocate the PLHA funds needed to cover the actual FY 25/26 funding needs. PLHA grant funds have been secured to cover the total costs, so there will be no impact on the adopted Budget for HCD or the General Fund. This item appropriates funds from the PLHA grants that covers the allocations committed to in the IDM.
DISCUSSION:
On June 28, 2022, the HCD and DSS entered an IDM to provide Permanent Local Housing Allocation (PLHA) funding for Activity 6 projects, specifically the Navigation Center - Salinas SHARE Center and Case Management Services.
