RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve amended response to the 2012 Monterey County Civil Grand Jury Final Report - Detention Facilities Inspections; and
b. Direct the County Administrative Officer to file the approved amended response with the Presiding Judge of the Superior Court, County of Monterey, by May 4, 2013.

SUMMARY/DISCUSSION:
The 2012 Monterey County Civil Grand Jury Interim Final Report was issued in February 2013. By law, the Board of Supervisors and elected County officials are required to respond to specific findings and recommendations as directed therein. Within 90 days of report issuance, on or before May 4, 2013, the Board’s response must be filed with the Presiding Judge of the Superior Court, County of Monterey.

The County Administrative Office prepared the recommended response to the 2012 Monterey County Civil Grand Jury Final Report on behalf of the Board of Supervisors. On April 16, 2013, the Board of Supervisors approved the response, requesting an amendment to include progress made by justice partners, to Grand Jury Final Report and directed staff to return to the Board for final approval. Past Presiding Judge Timothy Roberts was present when the Board considered approving the response to the Grand Jury Final Report. Attached are two copies of the Grand Jury Response: 1) a redlined version which reflects the changes directed by the Board, and 2) a clean version to submit to the Presiding Judge of the Superior Court, County of Monterey.
