RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the County Purchasing Agent or designee to execute Amendment No. 2 to the Agreement with ARC Alternatives, for provision of continued energy analytics and consulting services, extending the term through to June 30, 2027, for a revised term of October 1, 2022 through June 30, 2027 revising Exhibit A-1, and increasing the contract amount by $177,060 for a revised contract maximum of $545,660.

SUMMARY/DISCUSSION:
The County of Monterey entered into an agreement with ARC Alternatives to provide energy analytics and sustainability consulting services to support the County’s long-term decarbonization and energy planning initiatives. The original agreement was effective October 1, 2022, through July 31, 2024, with a not-to-exceed amount of $160,000.

In March 2025, the Board approved Renewal and Amendment No. 1, which revised Exhibit A-1, extended the agreement term through July 31, 2026, and increased the contract by $208,600, establishing a revised not-to-exceed amount of $368,600. Board direction further authorized staff to execute up to three future amendments, provided that such amendments did not: 1) materially change contractor responsibilities, 2) increase the contract by more than 10% ($36,860), and 3) increase the total not-to-exceed amount beyond $405,460.
