It is recommended that the Board of Directors:
Consider approving the Planning Committee’s recommended updates to the newly drafted Mission, Vision, Values, and Goals for the Monterey County Water Resources Agency’s 2026 Strategic Plan.
SUMMARY/DISCUSSION:
The Agency contracted with Jacob Green & Associates (JGA) to update to Agency’s 2020 Strategic Plan. The process consists of five steps: initial review and assessment of the Agency, comprehensive stakeholder engagement activities, strategic framework update workshops, development of the draft and final plans, and ultimately the development of implementation and performance measures. JGA has completed the first three steps, and they are developing the Draft Strategic Plan.
The Agency held a Board workshop in July which focused on reviewing and discussing information gathered through prior engagement and assessment activities, including stakeholder input, environmental scan findings, and key themes. The workshop also provided an opportunity to evaluate the Agency’s Mission, Vision and Values, and to develop overarching Goals for the Agency. The Board Workshop was then followed up with an Agency staff workshop to build on this foundation and focus on confirming or updating strategic goals, and developing supporting objectives and initiatives.
After the July workshop, the Agency received additional comments on the Mission, Vision, Values, and Goals that were drafted during these workshops. Staff presented those comments and suggested edits to the Planning Committee at their September meeting. After a robust discussion, the Planning Committee recommended making minor adjustments to the Mission, Vision, Values, and Goals. This included a careful selection of words...
