RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive the Monterey County Parks Department final status report on Board of Supervisors' Referral Number 2015.08 - RFQ/RFP for Mazda Raceway Laguna Seca Concession Agreement and BOS report 15-1227 as described in the Summary/Discussion section.

SUMMARY/DISCUSSION:
At the Board of Supervisors (BOS) meeting on November 10, 2015, the Board approved report 15-1227 that authorized County Staff to begin the Request For Proposal (RFP) process for the procurement of a new concession agreement to manage Mazda Raceway Laguna Seca. This was in response to the BOS Referral Number 2015.08. At the BOS meeting on December 15, 2015, staff was instructed to report back to the full BOS on what type of information was received at the public meetings and how the information will be incorporated into the RFP process.
County Staff held six public meetings between December 3, 2015 and January 7, 2016. In addition to the public to comments at these meetings, the County received written comments.
As of January 5, 2016, the County has received 11 written comments. Meetings were attended, the largest being 22 attendees.
The bulk of information gathered focused around the length of time for the Concessionaire; proving financial stability; formulating a capital improvement plan; experience in operating public property in a safe and efficient manner with a financial return for both the operator and the County; importance of continued participation opportunities for volunteer groups; the ability to manage big special events that draw visitors from outside the County.
OTHER AGENCY INVOLVEMENT:
The CAO's Office, Contract Purchasing Division and County Counsel have reviewed the report.
