RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 4 to the Paramedic Service Provider Agreement between the County of Monterey and Cypress Fire Protection District for the provision of paramedic services in the County of Monterey for the period from July 1, 2025 through June 30, 2028 with no exchange of funds.

SUMMARY/DISCUSSION:
The Emergency Medical Services (EMS) Agency is designated under California law by the County of Monterey as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout the County of Monterey. Under California law, no person or organization may provide “advanced life support,” also known as “paramedic services,” unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.

Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency’s Continuous Quality Improvement (“CQI”) program.

The original Paramedic Service Provider Agreement was reviewed and approved by the County of Monterey Board of Supervisors on July 1, 2018. The current Agreement expires on June 30, 2025. Amendment No. 4 extends the Agreement until June 30, 2028 under the same terms and conditions.
