b. Designating and authorizing as Monterey County representatives, the appropriate Auditor-Controller staff, Emergency Services Manager and Planner to execute grant documents.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve a Resolution (a) approving the Office of Emergency Services to submit an application in the amount of $507,202 for the Homeland Security Fiscal Year (FY) 2014 Grant Program; and (b) designating and authorizing as Monterey County representatives, the appropriate Auditor-Controller staff, Emergency Services Manager and Planner to execute grant documents.


SUMMARY:
Designation of staff positions of the Auditor-Controller, Emergency Services Manager, and Emergency Services Planner, as Monterey County representatives is required for participation in the Homeland Security Grant Program (HSGP).
DISCUSSION:
An application will be submitted and approved by the Federal Emergency Management Agency through the California Emergency Management Agency for the County of Monterey to participate in a federally funded program aimed at providing assistance to local government and their operational areas. This resolution will designate Monterey County's staff representatives having the authority to execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County in regard to the HSGP program. The designees will execute grant assurances, applications, documents, and claims for the purposes of obtaining financial assistance. The federal administrative authority to designate a staff position by title rather than an individual name eliminates the need to submit a new resolution to the Board each time there is a change in personnel.
