a. Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Fred Finch Youth Center for the provision of mental health services to Monterey County residents in the amount of $50,472 for Fiscal Year (FY) 2013-14, $50,472 for FY 2014-15, and $50,472 for FY 2015-16, for a total Agreement amount of $151,416; and
b. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Fred Finch Youth Center for the provision of mental health services to Monterey County residents in the amount of $50,472 for Fiscal Year (FY) 2013-14, $50,472 for FY 2014-15, and $50,472 for FY 2015-16, for a total Agreement amount of $151,416; and

SUMMARY/DISCUSSION:
This new Mental Health Services Agreement with Fred Finch Youth Center ("Fred Finch") replaces Agreement A-11912 which expires on June 30, 2013. Fred Finch will provide day treatment services (full day), medication support, mental health, case management, crisis management, and therapeutic behavioral services to one Monterey County youth that has been diagnosed with both cognitive and developmental disabilities and have significant mental health challenges that require a high level of care.
