RECOMMENDATION:
It is recommended that the Board of Supervisors introduce, waive the reading and set April 26, 2016 at 10:30 a.m. (Consent Agenda) to adopt an ordinance amending Section 12.28.012 of the Monterey County Code to establish a prohibition of the stopping, parking, or standing of commercial vehicles at any time on both sides of Washington Street from the centerline with Jefferson Street to Payson Street; and on Scott Street from the centerline with Grant Street to Lincoln Street in the Chualar area of the unincorporated area of Monterey County.

SUMMARY/DISCUSSION:
RMA has received requests to review parking along Washington Street in Chualar. Residents expressed concern about large commercial vehicles parking in the community overnight. These vehicles block sight distance at the intersections along the roadway. The operation of the truck's refrigerator units during the night is noisy and creates a nuisance to the adjacent residents. During the review of the roadways, RMA staff noticed that these trucks were parking along Scott Street as well. RMA staff recommends prohibiting the parking of commercial vehicles along both Washington and Scott Streets in Chualar.

OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has approved the ordinance as to form.

FINANCING:
There is no financial impact to the General Fund. Traffic control devices are paid from the Road Fund. The cost to install the necessary signing is estimated at $800...
