Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a three fiscal year term (FY 2012-13, 2013-14 and 2014-15) Alcohol and Drug Treatment Services Agreement with Sunrise House for the provision of alcohol and drug recovery services in the annual amount of $341,862 for a total of $1,025,586 for the period July 1, 2012 through June 30, 2015; and
b.   Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.
 
SUMMARY/DISCUSSION:
This new Alcohol and Drug Services Treatment Agreement with Sunrise House replaces Agreement A-11640 which expires on June 30, 2012. Sunrise House will continue to provide Alcohol and Other Drug (AOD) Prevention services in the Salinas region of Monterey County. Some of the services Sunrise House prevention staff will provide include: Educate adults of the existing Social Host laws (SHO) and the legal consequences of providing alcohol to minors through media and forums; implement and maintain Responsible Beverage Service (RBS) training for local businesses in the Salinas region; conduct alcohol and drug education training; increase knowledge of consequences of alcohol abuse to students and adults; implement and maintain Responsible Beverage Service (RBS) training to vendors and vendor volunteers for community events at Salinas Rodeo grounds; and coordinate Monterey County Prevention Collaborative.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
 
 
FINANCING:
This Agreement is funded by State and Federal AOD Prevention dollars. This Agreement is for $341,862 for FY 2012-13, $341,862 for FY 2013-14 and $341,862 for FY 2014-15, for a total amount not to exceed $1,025,586. The funds for FY 2012-13 have been included in the Health Department's Behavioral Health Bureau Requested Budget for Fiscal Year 2012-13. There is no impact to the General Fund Contribution with approval of this Agreement.
