RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 2 to the Professional Services Agreement with TR and Associates, Inc. to extend the term of the Agreement to June 30, 2014, and increase the Agreement by $60,000 for credentialing and re-credentialing of health care provider and facility applications, for a revised total not to exceed $138,000.
 
SUMMARY/DISCUSSION:
The Monterey County Health Department's Clinic Services Bureau (Clinic Services) engages Physicians, Nurse Practitioners, Physician Assistants and Licensed Clinical Social Workers (Healthcare Professionals) who provide medical services in Clinic Services' seven (7) Federally Qualified Health Center Look-alike clinics.
 
Clinic Services must verify the qualifications of Healthcare Professionals before they can begin providing medical services in the clinics.  Qualifications may include, but are not limited to, active licensures and certifications, education, trainings, work experience, and claims history.  Once credentialing for a Healthcare Professional has been established, it must be monitored on a continuous basis to ensure that all documentation remains current and in good standing.
 
Clinic Services currently has over 100 Healthcare Professionals working in the clinics who need to be credentialed in accordance with applicable Federal, State, and County laws, rules, regulations, and policies.  Clinic Services has contracted with TR and Associates, Inc. to provide initial credentialing and maintenance of active credentials.  TR and Associates, Inc. also provides assistance with special projects and trainings such as, facility credentialing, Electronic Health Record incentive reassignment, and registration and enrollment with health plans, government agencies, insurance carriers, and other entities.
 
The current Agreement with TR and Associates, Inc. has been effective since July 1, 2009 for an amount not to exceed $78,000 through June 30, 2012.  Clinic Services is requesting an Amendment No. 2 to the Agreement that extends the term of the Agreement to June 30, 2014 and adds $30,000 for FY 2012-13 and $30,000 for FY 2013-14 for a revised total not to exceed $138,000 in order to maintain active credentials and in anticipation of an increased need for Healthcare Professionals as patient demand continues to grow.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller, Risk Management and Contracts/Purchasing have reviewed and approved this Amendment.  A copy of Amendment No. 2, Amendment No. 1, and the original Agreement are on file with the Clerk of the Board.
 
FINANCING:
Funds for these services are included in the Health Department Clinic Services FY 2012-13 Requested Budget HEA-007 and will not affect General Fund Contribution.
