RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chualar Community Litter Abatement Clean-Up Day planned for September 22, 2012; and
b. Approve and authorize Waste Management to set up and monitor waste containers at the event, and to provide transportation and disposal of waste collected in those containers, in accordance with the provisions of Section 11.04 of the Unified Franchise Agreement.

SUMMARY/DISCUSSION:
In addition to the visual blight it causes, litter threatens a community’s health and safety by attracting vectors that can transfer diseases, and by creating fire hazards wherever it accumulates. If not addressed, litter can also impact Monterey County’s thriving agricultural and tourist economy. For these reasons, the Health Department recommends that the Board support the residents of Chualar in their efforts to maintain a litter-free environment by authorizing the Chualar Community Litter Abatement Clean-Up Day, September 22, 2012, from 9:00 am to 12:00 pm.

Environmental Health Bureau (EHB) staff will team up with community organizers and volunteers to provide cleaning supplies such as bags, gloves, and grabbers. EHB will also staff a booth to provide educational materials and technical assistance regarding proper separation of waste, and will assist with monitoring the disposal containers to ensure recyclable materials are not mixed with landfill waste.
