RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Emergency Medical Services (EMS) Agency Director to sign and execute a Paramedic Service Provider Agreement with City of Carmel-by-the-Sea to provide paramedic services in the County of Monterey.

SUMMARY/DISCUSSION:
Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.
Under California law, no person or organization may provide "advanced life support," also known as "paramedic" services, unless that person or organization is an authorized part of the emergency medical services system of the local EMS agency.

Under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency's continuous quality improvement ("CQI") program.

The Paramedic Provider template agreement was approved by the Board of Supervisors on November 1, 2011. That agreement has been executed with Paramedic Service providers in the county.

This agreement is being returned to the Board for approval due to substantive changes made to reflect City of Carmel-by-the-Sea's role as a transport provider within the boundaries of the City of Carmel-by-the-Sea.

Entry into this Agreement does not waive any rights maintained by City of Carmel-by-the-Sea pursuant to Health and Safety Code Section 1797.201
