Approved and authorized the Emergency Medical Services Agency Director to
submit the revised annual Monterey County EMS Plans for 2009 and 2010 to the
California State Emergency Medical Services Authority.

SUBJECT: Approve and authorize the Emergency Medical Services Agency Director to submit
the revised annual Monterey County EMS Plans for 2009 and 2010 to the California State
Emergency Medical Services Authority.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
Approve and authorize the Emergency Medical Services Agency Director to submit the revised
annual Monterey County EMS Plans for 2009 and 2010 to the California State Emergency
Medical Services Authority.
SUMMARY:
State law requires any County that establishes an Emergency Medical Services EMS) program
to develop a local EMS Plan and file it with the California EMS Authority. Monterey County's
initial EMS Plan was filed with the State in 1984, under the State EMS System Standards and
Guidelines in effect at that time. The Monterey County EMS Plan for 2009 being submitted for
the Board's approval today, represents the fifth comprehensive revision of the County's EMS
Plan since the current State EMS System Standards and Guidelines were published in June of
1993. The last Monterey County EMS Plan 2008) was submitted and approved by the Board on
March 24, 2009. In addition to the EMS Plan for 2009, the Monterey County EMS Plan revision
for calendar year 2010 is included for review and consideration. The annual review and revision
of EMS Plan for 2010 is limited to updating four tables for fiscal; certifications; response and
transporting; and training programs. The EMS Plan for 2011 current calendar year) is under
review and will be submitted for Board consideration in February 2012. An item that will be
reflected in the 2011 EMS plan will be the revised Trauma System plan.
DISCUSSION:
The Monterey County EMS Plan recommended for approval is fully consistent with State
requirements with three 3) exceptions:
1) Trauma System Evaluation: No hospital has been designated as a trauma center in
Monterey County. Currently, Monterey County does not have a trauma registry' and
does not have the resources to identify potential areas of improvement to system design
and operation. These items are being addressed in development of a new 2011 Trauma
System plan scheduled to be before the board for approval in June 2011.
2) Agreements for Medical Mutual Aid: Partially completed... EMS mutual aid
agreements with EMS providers/resources from Santa Cruz and San Benito Counties
should be completed by August 2011; San Luis Obispo County agreements are complete
and active.
3) Designation and Establishment of Casualty Collection Points: The local EMS
Agency will develop this portion of the Plan if and when the State EMS Authority
issues the appropriate guidelines.
The County's EMS Plan is intended as a dynamic document and one that will continuously
change as local needs are identified and appropriate response strategies are developed. The EMS
Plan reflects the EMS Agency's priorities identified by the EMS Agency and Monterey County
Emergency Medical Care Committee.

The Monterey County EMS Plan has been reviewed and endorsed by the Emergency Medical
Care Committee EMCC), which was established by the Board of Supervisors to represent the
interests of local EMS stakeholders, and to serve in an advisory capacity to both the Board and
the Director of Health. The revised EMS Plans also satisfies California State law for the EMCC
to annually report to the Board and the State EMS Authority; addresses ambulance services;
emergency medical care; CPR training; and lifesaving first aid practices in the county. The 2009
and 2010 EMS Plans are on file with the Clerk to the Board.
FINANCING:
Development and revision of the Monterey County EMS Plan was funded through County
Service Area 74. There is no financial impact on the General Fund contribution with this
recommended action.
