a. Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Center for Community Advocacy for the provision of community based mental health prevention and early intervention services for unserved adults, children, and families in the amount of $88,568 for Fiscal Year (FY) 2013-14, $88,568 for FY 2014-15, and $88,568 for FY 2015-16 for a total Agreement amount of $265,704; and
b. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Center for Community Advocacy for the provision of community based mental health prevention and early intervention services for unserved adults, children, and families in the amount of $88,568 for Fiscal Year (FY) 2013-14, $88,568 for FY 2014-15, and $88,568 for FY 2015-16 for a total Agreement amount of $265,704; and

SUMMARY:
Center for Community Advocacy (CCA) provides recruitment and training of Promotores, who are bi-cultural paraprofessionals who facilitate access to mental health services, increase mental health awareness, and provide advocacy for the unserved and underserved Latino population of Monterey County. Individuals identified needing higher levels of care are referred to Monterey County Behavioral Health Bureau (MCBHB) for services.
