RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a.      Approve Amendment No. 1 to Professional Services Agreement MYA #3000*266 with Schaaf and Wheeler to continue to provide on-call County Service Area/County Sanitation District engineering services (RFQ #10249), in the amount of $100,000 for a total amount not to exceed $200,000 and extend the term to January 25, 2015, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement; and
 
b.      Approve Amendment No. 1 to Professional Services Agreement MYA #3000*267 with Wallace Group to continue to provide on-call County Service Area/County Sanitation District engineering services (RFQ #10249), in the amount of $100,000 for a total amount not to exceed $200,000 and extend the term to January 25, 2015, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement; and
 
c.      Authorize the Contracts/Purchasing Officer to execute the Amendments to the Professional Services Agreements and future amendments to these Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.
 
SUMMARY/DISCUSSION:
On February 1, 2012, the Contracts/Purchasing Officer executed Professional Services Agreement (PSA) MYA #3000*266 with Schaaf & Wheeler and PSA MYA #3000*267 with Wallace Group in the amount of $100,000 each to provide on-call County Service Area (CSA)/County Sanitation District (CSD) engineering services for the Resource Management Agency (RMA) - Public Works under Request for Qualifications (RFQ) #10249.  Schaaf & Wheeler and Wallace Group were selected and hired for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies (under RFQ #10249) for an amount not to exceed $100,000 each with a term from January 25, 2012 to January 25, 2014, with the option to extend the Agreements for three (3) additional one (1) year periods.  
 
RMA - Public Works has identified a need for Schaaf & Wheeler and Wallace Group to continue to provide services associated with on-call CSA/CSD engineering services.  Amendment No. 1 to the PSA with Schaaf & Wheeler and Amendment No. 1 to the PSA with Wallace Group will increase each PSA by $100,000 for a total amount not to exceed $200,000 for each PSA and extend the term of each PSA to January 25, 2015.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 1 to both PSAs as to form and legality, and fiscal provisions, respectively.
 
FINANCING:
There is no impact to the General Fund.  Sufficient appropriations are available in the RMA - Public Works, CSA/CSD budgets to finance Amendment No. 1 to both PSAs.
