a. Approve various Agreements between the County of Monterey and the following contractors: DLR Group Inc. of California; HMC Architects; Kitchell/CEM, Inc.; KMD Justice/Kasavan Architects Joint Venture; Lionakis; and Nacht & Lewis, and for On-call Services over $100,000 for Architectural and Engineering Design Services for Various Correctional Projects Located in Monterey County, California (Request for Qualifications #10458), in a total amount not to exceed $5,000,000 for each Agreement, for a period of three (3) years, from execution of each Agreement, with the option to extend each Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer to execute the Agreements and up to three (3) future amendments to said Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve various Agreements between the County of Monterey and the following contractors: DLR Group Inc. of California; HMC Architects; Kitchell/CEM, Inc.; KMD Justice/Kasavan Architects Joint Venture; Lionakis; and Nacht & Lewis, and for On-call Services over $100,000 for Architectural and Engineering Design Services for Various Correctional Projects Located in Monterey County, California (Request for Qualifications #10458), in a total amount not to exceed $5,000,000 for each Agreement, for a period of three (3) years, from execution of each Agreement, with the option to extend each Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer to execute the Agreements and up to three (3) future amendments to said Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.
SUMMARY/DISCUSSION:
DLR Group Inc. of California, HMC Architects, Kitchell/CEM, Inc., KMD Justice/Kasavan Architects Joint Venture, Lionakis, and Nacht & Lewis, were selected to be hired for their expertise and capabilities necessary to provide on-call services over $100,000 for architectural and engineering design services for various correctional projects under an Agreement through a competitive selection process in accordance with County policies (under Request for Qualifications (RFQ) number 10458) for an amount not to exceed $5,000,000 for each Agreement, for a period of three (3) years, from execution of each Agreement, with the option to extend each Agreement for two (2) additional one (1) year period(s). In response to RFQ 10458, KMD Justice and Kasavan Architects, Inc. submitted a statement of qualifications as a joint venture. Kasavan Architects, Inc. and KMD Justice have provided individual insurance policies, and have further provided verification that the joint venture qualifies for the contractually required insurance. No work will be performed by KMD Justice/Kasavan Architects Joint Venture until the KMD/Kasavan Architects Joint Venture has provided insurance documents required by the term of the contract; performance of work will be contingent upon the appropriate insurance documentation in advance.
OTHER AGENCY INVOLVEMENT:
Resource Management Agency - Public Works worked closely with Contracts/Purchasing during the development of the RFQ and competitive selection process. The Office of the County Counsel, and Auditor-Controller, have reviewed and approved the Agreements as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. The funding for services will be provided by the individual project revenue sources as the on-call services are requested.
