a. Approve and authorize the Director of Health to sign a Mental Health Services Agreement (August 1, 2014 to June 30, 2017) with Emmanuel Inneh dba Monterey Bay Guest Home for the provision of mental health services for Monterey County adult residents with severe psychiatric disabilities in the amount of $83,500 for Fiscal Year (FY) 2014-15, $91,250 for FY 2015-16, and $91,250 for FY 2016-17, for a total Agreement amount not to exceed $266,000; and
b. Authorize the Director of Health to sign up to three future amendments to this Agreement where the amendments do not exceed 10% of the original amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a Mental Health Services Agreement (August 1, 2014 to June 30, 2017) with Emmanuel Inneh dba Monterey Bay Guest Home for the provision of mental health services for Monterey County adult residents with severe psychiatric disabilities in the amount of $83,500 for Fiscal Year (FY) 2014-15, $91,250 for FY 2015-16, and $91,250 for FY 2016-17, for a total Agreement amount not to exceed $266,000; and

SUMMARY/DISCUSSION:
Monterey Bay Guest Home is licensed by the State of California Department of Social Services as an Adult Residential Facility. The facility provides community based living that creates a normalizing experience for adults with severe psychiatric disabilities, as defined in Section 1502 of the Health and Safety Code. The proposed Agreement with Emmanuel Inneh, new owner of Monterey Bay Guest Home, will replace current Agreement A-12258 with former owner Pilar Peregrino which will terminate effective July 31, 2014.
