RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the Sheriff to accept a donation of a reduced cost Rapiscan 1000 SP body scanner by the Federal Government.

SUMMARY/DISCUSSION:
In an effort to curb the amount contraband (i.e., drugs, weapons, tobacco, etc.) the Sheriff's Office has purchased a Rapiscan 1000 SP (Single Pose) from the Federal Government through the State of California (State) for the cost of $14,365. The original cost of the scanner is listed as $159,640. The State charges governmental agencies, such as us, 9% of the original price. Attached to this report is a description of the item mentioned above.

The body scanner was found on the Government Xcess website from the Federal Government's Transportation and Safety Administration (TSA) and the reduced price purchase was handled by the State of California.

The Sheriff's Office Custody Operations Bureau (COB) intends to utilize this item to scan inmates as they are being escorted from the receiving/intake area to be housed in other parts of the jail. The purpose of this process is to minimize the inmate's ability to bring contraband into the facility. Since the elimination of contact visiting for our inmates last year the inmates have begun bringing contraband into the facility by secreting items in their person. This body scanner should allow the Sheriff's Office deputies to catch the contraband prior to the inmate being housed.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office-Contract and Purchasing and the Auditor-Controller's Office are working with the Sheriff's Office to make the purchase and to record the equipment properly.

FINANCING:
