Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer to execute the Probation Department's Service Agreement with Behavioral Interventions, Incorporated DBA Behavioral Interventions Correctional Services, Incorporated to provide services to adult offenders participating in the Day Reporting Center in an amount not to exceed $521,626 for the period July 1, 2014 to December 31, 2014; and
 
b. Authorize the Contracts/Purchasing Officer to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work;

SUMMARY:
The Probation Department operates a Day Reporting Center (DRC) for adult offenders in Monterey County, in collaboration with B.I.  The program was implemented in 2010-12 with federal stimulus funding, and has been maintained with funding from Public Safety Realignment Act funds.  Parolees' participation is funded via a reimbursement from the California Department of Corrections and Rehabilitation (CDCR).  The recommended agreement provides for continuation of services through December 31, 2014.
 
DISCUSSION:
Probation has partnered with Behavioral Interventions, Incorporated since 2010 to operate the Day Reporting Center, providing treatment and supervision services in a one-stop setting for high and moderate-risk adult offenders.  Recently, services have been extended to offenders under Parole supervision via a subcontract with CDCR.  
 
The DRC utilizes risk and need assessments to provide individualized programming to clients, and offers counseling, treatment, life skill classes and job training to eligible participants. The center is open seven days a week and provides assistance to up to 100 clients from Probation and Parole per day. These services fill a critical gap in the post-jail transition of adult offenders and provide needed rehabilitative services, which historically had been underfunded.  
 
The new contract stipulates a monthly cost of $50,187.50 for services up to 55 clients, and daily cost on a sliding scale for additional groups of clients; this cost structure optimizes the use of services and allows for economy of scale when capacity increases.   
 
OTHER AGENCY INVOLVEMENT:
The Agreement has been approved by County Counsel as to legal form.
 
FINANCING:
Funds associated with this recommendation totaling $521,626 are provided by the State, AB 109 Public Safety Realignment Act of 2011. Funding for all AB 109 programs has been authorized in the current state budget, and is included in Probation's budget unit 8165 for FY 2014-2015. There is no additional cost to the County General Fund Contribution associated with this recommendation.
