RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Contracts/Purchasing Office to sign Renewal and Amendment No. 3 with Social Policy Research Associates to provide Consulting Services for the development of an integrated gang violence prevention action plan by (1) expanding the Scope of Services; and extending the term of the Agreement retroactive as of July 1, 2014 to June 30, 2015 (4/5th Vote Required).
 
SUMMARY/DISCUSSION:
The County Administrative Office is responsible for the Monterey County Gang Violence Prevention Initiative. A Monterey County Gang Violence Prevention Strategic Plan was presented to the Board of Supervisors and approved in May 2013.  Since then, Social Policy Research and Associates has assisted with the development of an Action Plan that would further advance the Gang Violence Prevention Initiative.
 
An update of the Action Plan's framework was presented on June 3, 2014.  The Action Plan's framework emphasizes the requirement of serious and sustained collaboration among stakeholders and significant involvement by the public at large.  County departments and partner agencies support activities along the continuum of prevention, intervention, suppression, and reentry services. Further development of the plan is required to include specific strategies to coordinate internal and external partners and evaluate of current practices that will assist the initiative's staff in further developing short term and long term goals as well as establishing measurable outcomes and objectives.
 
This proposed Amendment #3 funds additional Consulting Services provided by Social Policy Research Associates to include two additional Action Plan Design labs along with cost for logistics and research, fund development and consulting services (See attached Scope of Work).  SPRA has continued to provide consulting services assisting the initiative's staff in completing the Action Plan and will provide technical assistance in its launch and implementation. If the Board approves this amendment, the amended Scope of Services will recognize Social Policy Research Associates efforts to assist in obtaining this funding by making the revised Scope of Services retroactive to July 1, 2014.  Funding for the development of the an integrated gang violence prevention action plan was not included in the FY2014-15 Adopted Budget and is now being requested along with Amendment #3.
 
History of contract amendments for Social Policy Research Associates:
§      Professional Services Agreement with SPRA in the amount of $40,000; approved from General Fund Contingencies for the development of the Strategic plan on September 11, 2012
§      PSA Amendment 1 with SPRA in the amount of $95,998;  approved from General Fund Contingencies on March 19, 2013 for development of the Action Plan bringing the total approved to $135,998.  Due to delays in staffing of the of supporting positions, only $39,276 was expensed in FY 2012-13
§      PSA Amendment 2 with SPRA in the amount of $42, 486; remaining funding in the amount of $96,722 was approved as a carry over to FY 2013-14  with an augmentation of $42,486 on December 17, 2013
§      PSA Amendment 3 with SPRA in the amount of $43,000; unexpended funds from the approved FY2013-2014 budget, to complete the development of an integrated gang violence prevention action plan and collective impact process.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller and Purchasing have reviewed proposed Amendment No. 3 as to form and financing provisions.
 
FINANCING:
This agreement will be funded within the approved CAO FY 2014-15 adopted budget.
