RECOMMENDATION:
It is recommended the Board of Supervisors adopt a resolution to:
a. Amend Personnel Policies and Practices Resolution No. 98-394 Appendix B to retitle the classification of Chief Ranger/Parks Director to Director of Parks and Recreation and amend Section A.10.1 Department Heads Designated as indicated in Attachment A; and
b. Authorize the Human Resources Department to implement these changes.

SUMMARY / DISCUSSION:
The County Administrative Office requested the Human Resources Department to update the classification specification of the Chief Ranger/Parks Director to reflect the removal of peace officer duties in order to focus more on the administrative, maintenance, operation and marketing of the County Parks system. Changes in the classification specifications do not require Board of Supervisors approval however, the removal of the peace officer duties necessitates a title change which requires an amendment to Appendix B and Section A.10.1 Department Heads Designated of the Personnel, Policies, and Practices Resolution No. 98-394. In addition, the removal of peace officer duties will require the County to request CalPERS to change the retirement category from Public Safety to Local Miscellaneous. The change in title and focus of administrative duties will allow for recruitment of this critical position to begin immediately. There is no recommended change in salary with this action.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office concurs with this recommendation.

The General Fund will not be increased as this act...
