RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the attached template Agreement for the hiring of volunteer pilots to operate the Cessna 206 aircraft donated to the Sheriff's Office by the Sheriff's Advisory Council; and
b. Authorize the Sheriff or his designee to sign the Agreement.

SUMMARY:
A Cessna 206 aircraft (aircraft) was donated to the Sheriff's Office to be used for surveillance and transport purposes. The aircraft will be operated by voluntary pilots. The pilots are members of the Sheriff's Aero Squadron, which is an auxiliary volunteer unit of the Sheriff's Office organized under the Sheriff's Advisory Council.
DISCUSSION:
The Cessna 206 will be flown and maintained by voluntary pilots who have offered their services without compensation to the County and/or Sheriff's Office. A template of the proposed Agreement is attached hereto.
Each pilot will be specially trained, competent, experienced, and appropriately licensed to operate the aircraft. Each pilot will be required to meet criteria for operation of the aircraft as set forth within the contract. The aircraft will be maintained by licensed mechanics.
County will provide aircraft hull and liability insurance coverage in the amount of $40,000,000 combined single limit for the operation of the aircraft operation as described within the terms of the Agreement. County shall indemnify, defend, and hold harmless the pilot from any claim, liability, loss, injury or damage arising out of, or in connection with, operating the aircraft, excepting only loss, injury or damage caused by the gross negligence or willful misconduct of pilot.
