RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt the Monterey County FY 2013-14 Mental Health Services Act Annual Update.

SUMMARY:
Each fiscal year, the Health Department's Behavioral Health Bureau prepares a Mental Health Services Act (MHSA) Annual Update, which consists of an implementation progress report on the previous year's activities, as well as an expenditure plan and descriptions of the services to be funded by the MHSA during the fiscal year.

DISCUSSION:
The passage of Assembly Bill 1467 on June 27, 2012 amended the MHSA, requiring county plans and annual updates to be adopted by the County Board of Supervisors and submitted to the State Mental Health Services Oversight and Accountability Commission within 30 days of adoption.

Monterey County's MHSA expenditure plan for FY 2013-14 was included in the Health Department, Behavioral Health Bureau's FY 2013-14 Adopted Budget. In accordance with the MHSA regulations, the draft FY 2013-14 Annual Update document was posted and distributed for public comment during the period of July 31 through September 26, 2014. After the close of the comment period, the Monterey County Mental Health Commission conducted a public hearing on the draft document on October 2, 2014, which included a presentation of the three (3) written comments received. At the conclusion of the public hearing, the Mental Health Commission voted unanimously to approve the FY 2013-14 MHSA Annual Update for adoption by the Board of Supervisors.

OTHER AGENCY INVOLVEMENT:
The "Monterey County FY 2013-14 Mental Health Services Act Annual Update" document was reviewed and approved by the Monterey County Mental Health Commission.

FINANCING:
There are no impacts on the County General Fund associated with this recommended action.
