RECOMMENDATION:
It is recommended the Budget Committee receive a quarterly report on Resource Management Agency-Public Works Capital Projects.
SUMMARY/DISCUSSION:
The Resource Management Agency-Public Works (RMA-Public Works) staff administers capital projects for Monterey County. Attachment A provides a summary list for 39 capital projects and includes project costs, development phase, and status. The following project narrative provides updates based on project significance, recent interest, and/or activity during the reporting period of October 1 - December 31, 2014.
PROJECT CLOSEOUT
Castroville Boulevard Overlay
The project consists of grinding and overlaying the existing pavement of Castroville Boulevard with hot-mix-asphalt from SR-156 to San Miguel Canyon Road, approximately 5 miles. The project is funded by Transient Occupancy Tax. All the construction work for the project has been completed, and project closeout is underway.
PROJECTS IN CONSTRUCTION
1200 Aguajito Road-Elevator Modernization
The project includes the modernization of controls for one existing elevator at the Monterey Courthouse. On September 30, 2014, the Board of Supervisors approved an increase to the project budget of $245,663 of which $123,175 is the Administrative Office of the Courts responsibility, with the County's share allocated from Unscheduled Maintenance. The cost increase includes unanticipated hazard remediation removal testing; upgrades to the electrical, communication and fire safety systems and related project management for additional work. Following approval of the increase, RMA-Public Works issued a Notice to Proceed to JOC contractor in November 2014. Development of engineered shop drawings is in progress. Completion of construction is anticipated by August 2015.
1200 Aguajito Courthouse-Roof Replacement Roof Repairs and Renovations
The project includes installation of a new roof system and related equipment. Work is substantially complete. Completion of one punch list defect and recording Notice of Completion are anticipated by February 2015.
Arroyo Seco Road - Project CA PFH 129-1(2)
The project consists of the rehabilitation of Arroyo Seco Road from Los Padres National Forest Park's entrance to Carmel Valley Road. Federal Highway Administration (FHWA) is the lead on design and will award and administer the construction contract. Monterey County is responsible to acquire any necessary right-of-way; and provide oversight during construction. Project is anticipated to be complete in Spring 2015.
Castroville Boulevard Pavement Delineation
The project consists of installing thermoplastic striping on Castroville Boulevard, from SR-156 to San Miguel Canyon Road. The project is funded by federal grant funds 90% (HSIP) with a 10% local match from gas tax. Caltrans approved the installation of additional safety features that include solar powered flashing beacons and road signs.
CSA 75 Chualar Sanitary Sewer Rehabilitation & Monitoring Well Replacement
The project consists of replacement of valves in discharge; interconnect pipelines at the wastewater treatment facilities, and construction of a new monitoring well adjacent to the Chualar wastewater treatment ponds. The project will be completed in early 2015.
Davis Road Class II Bikeway
The project consists of providing bicycle lanes on Davis Road from Blanco Road to Rossi Street. The project consists of bicycle striping, pavement markings, and signage. The existing sidewalk and right-turn lane onto Rossi Street will be reconstructed to provide for a bicycle lane through the area. This project is funded 100% by Transportation Enhancement (TE) funds. Construction will be completed in early 2015.
Juvenile Hall Interim Repairs
The final phase of the Interim Repair Project has been reduced to address only the expansion of the existing closed circuit surveillance camera system and installation of a new DVR for greater storage capacity. Scope reduction was required because the original work scope resulted in a JOC proposal that was greater than the construction budget for the project and it included improvements in locations that are projected for removal in future construction at Juvenile Hall. Probation and RMA-Public Works jointly revised the camera work scope and the revised RFP was issued in December 2014. Notice to Proceed was issued to JOC contractor in January 2015. The project is scheduled for completion in the Spring of 2015.
Las Lomas Streetlight Project
The project includes PG&E to install a total of 112 new street lights on existing power poles located in the public rights-of-way of County roads within the community of Las Lomas. PG&E proposes to install the new street lights in three phases. Phase 1, completed in September 2014, installed 39 new lights and converted 5 existing lights to light-emitting diode (LED) fixtures. Phase 2 construction started in December 2014 with the installation of 60 new streetlights with an estimated completion by early 2015. PG&E continues to work on the design and cost estimating for the third and final phase of the project (eight street lights).
Rico Street Sidewalk Improvements
The project consists of installing new curb, gutter, sidewalk, drainage, driveways, ADA ramp, grind and pave from edge of pavement to edge of pavement, and relocate signs and a utility pole at Rico Street between Merritt Street and McDougall Street (approximately 300 lineal feet) in the community of Castroville. Design and the California Environmental Quality Act (CEQA) are complete and construction is scheduled to begin in January 2015.
PROJECTS IN ADVERTISE & AWARD PHASE
Facility Assessments for County Buildings
The project includes comprehensive inspection and evaluation of buildings and facility conditions for County-owned facilities by certified professionals. Assessment will include value estimates for identified repair or replacement. The County intends to award a contract to a qualified consultant in March 2015, and complete the assessment study by October 2015.
PROJECTS IN ENVIRONMENTAL/DESIGN/RIGHT OF WAY PHASE
ADA Improvements
This is a five-year program to address ADA improvements county-wide. Year 1 (Phase 1) addresses improvements at 1200 Aguajito Road. The Phase 1 improvements are in design phase. Construction is scheduled to begin in July 2015 and be completed in September 2015.
Bradley Road Bridge Scour Repair
The project consists of the placement and scour countermeasures to protect exposed bridge piers 18 and 19. The countermeasures will consist of placing rock slope protection, sheet pile, or other scour measures to reduce scour and undermining of structure footing. RMA-Public Works is working on finalizing the Professional Service Agreement and will be taking to the Board of Supervisors in March 2015.
Castroville Bicycle/Pedestrian Path and Railroad Crossing
The project consists of the construction of a bicycle/pedestrian facility to connect the Community of Castroville to Castroville Boulevard. The project includes a bicycle/pedestrian path along Salinas Road from McDougall to Axtell, a bicycle/pedestrian bridge over Union Pacific Railroad Crossing, and a path from the end of the bridge to Castroville Boulevard. The design is 65 percent complete, right-of-way is 80 percent complete and National Environmental Policy Act (NEPA) and CEQA are complete.
Davis Road Bridge Replacement and Road Widening
The project consists of removing the existing bridge on Davis Road over the Salinas River, between Reservation Road and Foster Road, and, in its place, constructing a longer, all-weather bridge that meets current flood protection design requirements that can accommodate the high flows of the Salinas River. The County also proposes to widen Davis Road between Reservation Road and Blanco Road to four travel lanes, with associated intersection improvements. The bridge portion of the project is funded by federal grants funds Local Highway Bridge Program (HBP) a State Seismic Fund match. The roadway portion of the project is funded by FORA traffic impact fees and Transportation Agency Monterey County (TAMC) funding (STIP and RSTP). Currently, the project's environmental documentation is underway.
Gloria Road, Iverson Road & Johnson Canyon Road Rehabilitation
The project proposes to rehabilitate the landfill truck route which includes Gloria Road and Iverson Road. The project is to improve the structural section of the existing pavement to accommodate the increase in truck traffic due to the landfill operations. RMA-Public Works is continuing to coordinate with the Salinas Valley Solid Waste Authority to fully fund the project.
Gonzales River Road Bridge Superstructure Replacement
The project consists of replacing the existing Gonzales River Road Bridge with a new bridge approximately 44-feet wide and 1,661-feet long and will be raised to provide for adequate clearance during storm events. RMA-Public Works is working on finalizing the Professional Service Agreement and will be taking to the Board of Supervisors in March 2015.
Hartnell Road Bridge Replacement
The project consists of replacing the existing two-lane, box-culvert/bridge over Alisal Creek. The new bridge will be 45-feet, 3-inches wide, and 26-feet long. RMA-Public Works is working on finalizing the Professional Service Agreement and will be taking to the Board of Supervisors in March 2015.
Highway 1 Climbing Lane, Rio Road to Carmel Valley Road
The project will improve traffic operations on Highway 1 from Rio Road to Carmel Valley Road by constructing a climbing lane on northbound Highway 1 and constructing a second right-turn lane from westbound Rio Road to northbound Highway 1. The project is currently in the mandatory design standard exception approval process with Caltrans. Right-of-way acquisition, Coastal Development Permit and final design are pending CalTrans' design exception approval.
Highway 68 at Corral de Tierra Road Intersection Improvement
The project will improve traffic operations on Highway 68 at the intersection of Corral de Tierra Road by constructing a second left-turn lane from westbound Highway 68 to southbound Corral de Tierra Road and adding a second receiving lane on Corral de Tierra Road. The project is anticipated to complete environmental phase early 2015, final design in late 2015 and start construction in late Spring 2016.
Jail Housing Addition
Monterey County received a conditional award of $80,000,000 in state funds and with the County providing $8,900,000 in matching funds to construct a 576-bed expansion on the existing jail site. Officer, staff, public and inmate safety will improve significantly. Architectural design services are under way and the design team will submit Design Development Documents for County review in February 2015 and approval by the State Public Works Board - in June 2015. The EIR is being revised to include the changes and will be finalized in the Spring of 2015.
Johnson Road Bridge Replacement
The project consists of replacing the existing two-lane bridge over Carneros Creek. The new two-span bridge will be 43-feet wide and 80-feet long. RMA-Public Works is working on finalizing the Professional Service Agreement and will be taking to the Board of Supervisors in March 2015.
King City Courthouse/Sheriff's Substation Security Upgrades
The project consists of security fencing around the perimeter. During the reporting period, staff continues developing the project scope and budget. This is a Job Order Contract project with constructions to start in January and complete late February, 2015.
King City Renovation
The project site is currently occupied by agricultural inspectors, a building inspector, and an office for Supervisor Salinas. There is also an unused area that was previously a Public Works Yard. The site has environmental conditions that must be remediated, which includes the removal of the unusable public works buildings. Current project activities include a real estate market analysis of potential South County sites and functions to determine capital improvement strategy options that provide the best efficient and effective County operations for all parties. Construction is anticipated to start in late Spring 2015.
Las Lomas Drive Storm Drain Improvement Project
The project includes the installation of an adequate storm drain system to carry storm water runoff will eliminate the repetitive concern. The environmental document is complete and approved by the Planning Commission. The Design Phase is expected to be completed by end of March 2015. Construction is scheduled for the summer of 2015.
Monterey Bay Sanctuary Scenic Trail - Moss Landing Segment
The project is located in North Monterey County in the Community of Moss Landing. It is approximately .86 miles long and extends from the North Harbor (northwest side of the existing State Highway 1 Bridge) to Moss Landing Road. It includes the construction of a 10 foot paved bicycle path with 2 foot wide decomposed granite shoulders on either side of the path and a 386 foot bridge over the Elkhorn Slough. The bridge design is 80% complete, bicycle path design is 65% complete and right-of-way is pending NEPA approval, but should be completed in early 2016. Staff anticipates NEPA to be complete in January 2015 and CEQA in late Spring, 2015. Construction start is contingent upon securing final funding.
Moss Landing Underground Utility District 20A
The project involves the undergrounding of existing overhead utilities on Moss Landing, Sandholdt Road, Harbor District and a portion of Potrero Road. AT&T is the lead agency in design and construction. The County completed the environmental review and Coastal Development Permit in December 2014. County staff is presently working toward acquiring ten Public Utility Easements on private properties, arranging a rental agreement for private property to be used by AT&T's contractor for a construction staging yard, and finalizing construction details regarding replacement of the existing street lights. AT&T is scheduling to advertise for bids to construct the main-line "joint" trench in the Spring of 2015 with construction to take place during the summer months. AT&T and PG&E will then convert the 54 on-site customer services from overhead to underground during the fall and winter of 2015.
Nacimiento Lake Road Bridge
This project replaces of the existing deficient bridge on Nacimiento Lake Road. The design of the project is 75% complete. The CEQA EIR was approved by the Board of Supervisors on August 26, 2014. The appraisals are underway for the right of way parcels required for the project.
New Juvenile Hall
The project consists of construction of a new $52.8 million Juvenile Hall facility. Project funding consists of a $35 million State grant and $17.8 million in County funds. The project was established by the State Public Works Board on November 14, 2014. Architectural design services are under way and the design team will submit Design Development Documents to the County for review in March, 2015 and approval by the State Public Works Board in May 2015. The environmental document is in production and will be finalized in the Spring of 2015.
Pajaro Mansion ADA Improvements (CDBG)
The project includes interior and exterior ADA upgrades to the Porter-Vallejo Mansion in Pajaro. The upgrades are in design and permitting phase. Construction is scheduled to begin in July 2015 and be completed in September 2015.
Peach Tree Road Bridge
The project consists of replacing the existing bridge over Pancho Rico Creek. The existing 3-span bridge was constructed in 1955, and is approximately 17 feet wide and 59 feet long. The existing bridge does not meet current design or seismic safety standards. The replacement bridge will be located along the same alignment as the existing bridge. The existing bridge will be removed and a new bridge will be constructed in its place. The new bridge will be approximately 27 feet wide, 80 feet long, and will consist of a clear-span structure over Pancho Rico Creek. The new bridge will be supported by two abutments, one on each side of the creek. Rock slope protection will be provided at each abutment to protect against bank scour. The project is funded by federal grant funds Local Highway Bridge Program (HBP) and a State Seismic Fund match. The final project plans and specification are currently being prepared and the necessary easements needed for construction are being acquired.
River Road Overlay
The project is to grind and pave River Road with hot mix asphalt from Parker Road to Chualar River Road, approximately 3.9 miles. The project is 100% funded by Transient Occupancy Tax. The project will be constructed concurrently with the River Road Pavement Delineation project. During the reporting quarter staff completed the design. The project will go out to bid in February and begin construction in summer 2015.
River Road Pavement Delineation
The project consists of the installation of thermoplastic striping on River Road, from Parker Road to Chualar River Road. The project is funded by federal grant funds 90% Highway Safety Improvement Program (HSIP) with a 10% local match from gas tax. The project will be constructed concurrently with the River Road Overlay Project. During the reporting quarter staff completed the design. The project will go out to bid in February and begin construction in summer 2015.
Robinson Canyon Road Bridge Scour Repair
The project consists of placement of scour countermeasures to protect two exposed bridge pier footings. Robinson Canyon Road Slip-out
Repair slip-out due to slope failure. The project proposes to stabilize approximately 64 linear feet of slope using soil-nails, high-tension steel mesh surface treatment and shotcrete (concrete). The project also includes repaving part of the damaged roadway with hot-mix asphalt. The Project is located at Robinson Canyon Road, approximately 4.5 miles south of Carmel Valley Road. The project is partially funded by Gas Tax. The project is in pre-design phase.
San Lucas Branch Library
Design of the new library building is 100% complete. On December 9, 2014, the County Librarian received Board Authorization to increase the County Library Budget and appropriations for Buildings and Improvements to cover the construction funding shortfall of $135,617. The appropriation increase was funded by the Library Fund Balance. The project is now fully funded. Construction bidding is scheduled to begin in Spring of 2015. The construction of the new library is scheduled to begin in the Fall of 2015 and completed by the Summer of 2016.
Energy Efficiency Measures-Phase I
This project is in Year 1 of a Five-Year Program for meeting overall Monterey Climate Action Plan (MCAP) goals to reduce overall greenhouse gas emissions in a comprehensive manner. Phase I is to be implemented in Fiscal Year 2015 and includes 1) Outdoor Lighting Retrofits at the Agricultural Commission, Animal Shelter, Marina Coastal offices, and Department of Social and Employment Services (DSES) Seaside office; 2) Installation of Energy Management Systems at the Correctional Facility, Public Safety Building, and Animal Shelter; 3) Development of a Government Center sub-metering system. The Outdoor Lighting Retrofits and Energy Management Systems will be implemented through the JOC Program.
Lighting Retrofits are in process through the JOC Program. Procurement of architectural and engineering design services are in process for the specification of Building Energy Management Systems and the Government Center Sub-Metering.
OTHER PROJECTS
142 W. Alisal Old Jail Adaptive Reuse Feasibility Study
The study includes the evaluation of alternatives to determine the best use of the historic structure. The evaluation of potential uses will rely heavily on input from stakeholders including members of the public, preservation groups, City and County staff. The study was completed in October 2014. The Capital Improvement Committee (CIC) received the presentation of the study in January. The CIC asked staff to meet with the Salinas Historical Review Board and the County's Historic Resources Review Board for comments. Staff will return to the CIC and the Budget Committee in March. Staff anticipates requesting the Board of Supervisors to select an alternative in April 2015.
Monterey County Government Center East & West Wings Renovation
A supplemental EIR addressing the building's historic designation is its final phase and will be presented to the Board of Supervisors in early Spring. Wald Ruhnke & Dost Architects (WRD) prepared spatial studies and architectural programming for building occupancy allocations. County Counsel is reviewing the Supplemental Environmental Impact Report. Final program requirements are pending with anticipated authorized direction in early Spring 2015. There is no funding for construction, but staff will ask the Board of Supervisors to identify use(s) and tenant(s) in Spring 2015.
OTHER AGENCY INVOLVEMENT:
The Resource Management Agency-Public Works was presented to the Capital Improvement Committee on February 9, 2015.
