RECOMMENDATION:
It is recommended that the Board of Supervisors receive a status report on the implementation of OpenGov software providing a website enhancing transparency in reporting Monterey County financial data.
 
SUMMARY/DISCUSSION:
OpenGov revolutionizes the way financial data is shared.  Governments have historically been criticized as lacking user-friendly tools to display massive data sets.  The County Administrative Office (CAO) has worked with OpenGov in order to publicly release a web-based budget tool that aims to share financial data promoting transparency and data-driven decisions.
 
Our intent is to be transparent and provide residents instant access to how money flows throughout the County.  Collaborating with the Auditor-Controller, the County Administrative Office has been able to compartmentalize lengthy and dense data sets into the cloud.  One can analyze trends, pull data sets, run reports and see revenues and expenditures over several years.   This presentation will showcase what OpenGov is, how to use this tool and its functionality.  The County of Monterey has long produced reports to enable citizen education and interaction in the fiscal affairs of the County, now this tool will provide a truly interactive experience
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office has worked with the Auditor-Controller's Office in order to extract and validate data sets.
 
FINANCING:
The cost of implementation is included in the Fiscal Year 2014-15 Adopted Budget.
