RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services, or his designee, to sign an Agreement with Service Employees International Union - United Long Term Care Workers (SEIU-ULTCW) to implement new program rules for In-Home Supportive Services (IHSS) Provider enrollment and orientation.
SUMMARY/DISCUSSION:
California Department of Social Services All County Letter No. 14-102 establishes new program rules and requirements for In-Home Supportive Services (IHSS) Provider enrollment and orientation. The new rules and requirements comply with Senate Bill (SB) 878. Under this Agreement the Monterey County Department of Social Services and SEIU-ULTCW agree to use the Registration Enrollment Video Appointment (REVA) web-based application for a portion of IHSS Provider enrollment, and concluding the orientation process by conducting a group orientation meeting allowing SEIU-ULTCW up to thirty (30) minutes to speak to providers.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Agreement.
FINANCING:
This is a zero-cost agreement required by the State of California between Monterey County and SEIU-ULTCW. Approval of this action will not have any impact to the County General Fund.
