RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution Consenting to the Inclusion of Properties within the County's Jurisdiction in the CSCDA Open PACE; Authorizing the California Statewide Communities Development Authority to accept applications from property owners, conduct contractual assessment proceedings, and levy contractual assessments within the territory of Monterey County, and Authorizing other related actions.

SUMMARY:
The California Statewide Communities Development Authority ("CSCDA") has been conducting statewide validation proceedings in connection with its launch of the CSCDA Open PACE and expects validation to be complete in early May 2015. This effort is to streamline city and county participation in Commercial and Residential Property Assessed Clean Energy financing or refinancing of renewable energy, energy efficiency, water efficiency, seismic strengthening improvements, electric vehicle charging infrastructure, and such other improvements authorized by law. Prior to Open PACE, each jurisdiction was required make its own assessment of the programs available and the administrators of those programs, adopting a new resolution for each program. A single CSCDA Open PACE resolution grants access to all programs offered through that program.
