RECOMMENDATION:
It is recommended that the Budget Committee:
a. Support approving an increase in appropriations in the amount of $159,005 in the FY 2014-15 Adopted Budget for County Service Area 25 - Carmel Valley Golf & Country Club, Fund 062-3000-8198-6311-RMA058, where the financing source is Unassigned Fund Balance, to fund road maintenance projects (4/5th vote required);
b. Support authorizing the Auditor-Controller to amend the budget for County Service Area No. 25 - Carmel Valley Golf & Country Club, Fund 062-3000-8198-6311-RMA058, for FY 2014-15 by increasing appropriations in the amount of $159,005 where RMA Fund062 Unassigned Fund Balance is the financing source to balance the appropriation increase.
SUMMARY:
Representatives from County Service Area 25 - Carmel Valley Golf & Country Club (CSA 25) homeowners associations and Quail Lodge Resort and Golf Club have requested road maintenance projects for the County Service Area (CSA) consisting of repaving of the shoulders and installation of a speed table on Valley Greens Drive. Street and sidewalk maintenance service is an active service for CSA 25 and this project is an appropriate use of CSA funds.
DISCUSSION:
The shoulders along Valley Greens Drive are in very poor condition due to extensive cracking and potholes and require repaving. The section of Valley Greens Drive to be paved begins at Valley Knoll Road (just west of the east gate) to Poplar Lane, as shown on the attached map. The speed table will be installed adjacent to a golf cart crossing near Poplar Lane as a traffic calming measure. An appropriation of $159,005 from the Unassigned Fund Balance is necessary to fund this project. This project will be completed through Job Order Contracting (JOC).
OTHER AGENCY INVOLVEMENT:
This report will be presented to the Board of Supervisors on May 19, 2015.
FINANCING:
The costs associated with this project will be financed by County Service Area No. 25 - Carmel Valley Golf & Country Club (Fund 062, Unit 8198). The current Unassigned Fund Balance for CSA 25 would be reduced from $205,981 to $46,976, resulting in an approximate 78% reduction. The remaining fund balance would be equal to 3 times the annual operating budget for CSA 25 - Carmel Valley Golf & Country Club. Current revenue projections are estimated to result in annual increases of approximately $15,000 per year to the Unassigned Fund Balance.
