RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health to execute Amendment No. 2 to Mental Health Services Agreement A-12314 with Summitview Child and Family Services to increase the funding for fiscal year (FY) 2014-15 from $176,188 to $518,894 (an increase of $342,706) for a revised total Agreement amount not to exceed $624,504.

SUMMARY/DISCUSSION:
Summitview Child and Family Services provide an array of mental health services and rehabilitative care to Monterey County Children. Summitview services are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice families. The goals of the program are to improve the youth's social and interpersonal functioning and self-management skills so youth can return home, or are able to enter a lower level of care, and improve academic achievement. Amendment No. 2 will add two placements for mental health services and Group Home RCL 14 Board and Care service for a total of three placements for fiscal year 2014-15. One of the two additional placements for mental health services is for an emergency placement. Monterey County Behavioral Health Bureau will seek reimbursement from the local Special Education Local Plan Area (SELPA) for the Group Home RCL 14 Board and Care service.

This Agreement contains the County's standard 30-day "no cause" provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. Should the funding be reduced or terminated, Behavioral Health...
