RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health to execute Amendment No. 4 to the Alcohol and or Drug Service Contract Agreement A-12237 with Community Human Services to increase the funding for fiscal year (FY) 2014-15 from $1,757,491 to $2,078,769 (an increase of $321,278) for a revised total Agreement amount not to exceed $5,526,298.

SUMMARY/DISCUSSION:
Community Human Services provides residential and non-residential alcohol and drug recovery services for Medi-Cal, Non-Medi-Cal, Drug Treatment Court and CalWORKS eligible Monterey County residents. This Amendment No. 4 eliminates Drug Court Programs and adds Program 7: Outpatient Drug Free (ODF) in FY 2014-15, revises drug treatment rates to reflect FY 2014-15 Drug Medi-Cal rates published by the Department of Health Care Services, and increases funding in FY 2014-15 due to a 4% cost of doing business increase for residential services.

This Agreement contains the County's standard 30 day termination provision (Section 5), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding (Section 6). Should the funding be reduced or terminated, Behavioral Health Bureau will implement a plan to terminate this Agreement as needed.

OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed this Amendment No. 4 as to legal form and fiscal provisions, respectively. Amendment No. 4 to Agreement A-12237 is on file with the Clerk to the Board.
