RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Department of Social Services, or his designee, to execute standard funding agreements and amendments for continued funding from state agencies for designated programs on behalf of the County for the period February 1, 2015 through December 31, 2016.
 
 
SUMMARY/DISCUSSION:
The Department of Social Services has a number of programs supported with federal and state funds on a continuing basis that require separate state agreements for various funding cycles. In preparing the Fiscal Year (FY) 2015-16 Recommended Budget, the Department has compiled a list (Attachment A) of federal and state programs currently receiving funds.  These programs expect continued funding through FY2015-16 and CY2016.  The state agencies administering these funds may require an application, and all require a signed agreement to be returned within 30 days of receipt of the standard state agreement.  
Various agreements received from the California Department of Community Service Development that fund non-profit programs for low-income individuals for housing, gang awareness/parent education, counseling, food access, tax return assistance, and drought assistance within Monterey County are received on a calendar year cycle.  The recommendation is for Calendar Year 2016 agreements, with the exception of the Volunteer Income Tax Assistance(VITA) Program which has a term of September 1, 2015 through May 31, 2016.
Agreements received from the California Department of Aging funds non-profit agencies to provide senior services such as Health Insurance Counseling and Advocacy, Ombudsman, family caregiver support, home-delivered and congregate meals, nutrition education, legal assistance, information and assistance, and outreach within Monterey County.   The current Medicare Improvements for Patients and Providers Act (MIPPA) agreement was received late from the State and is for the period February 1, 2015 through September 29, 2015.  The Department is also asking for the contract renewal for the period February 1, 2016 through September 30, 2016.  The Health Insurance and Counseling Advocacy Program (HICAP) agreement covers the period April 1, 2015 through June 30, 2016.  The Title III/VII and Ombudsman agreement is for July 1, 2015 through June 30, 2016.  The Snap-Ed agreement will require a contract amendment to extend the term from 6/30/15 to 9/30/15, and then the Department is recommending approval for the contract renewal for the next period of 10/1/15 - 9/30/16.  
 
Approval of the recommended action allows the Director of Social Services to execute standard agreements and applications for renewed funding for designated programs within the State required turnaround of 30-days.  These are standardized state agreements for grants awarded under essentially identical terms as prior years.  This process reduces the number of annual board reports and allows for timely submission of applications and state agreements.
OTHER AGENCY INVOLVEMENT:
County Counsel will continue to approve each standard agreement as to form before the Department signs and returns the agreement to the state agency.
 
FINANCING:
Appropriations and estimated revenues related to Attachment A are included in the Requested FY 2015-16 Recommended Budget.  If adjustments are required to the FY 2015-16 Adopted Budget, a separate board action will be submitted for Board approval in the Spring of 2016. There is no additional impact to the County General Fund.
