RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive an update on the draft Marina-Salinas Multimodal Corridor Plan; and
b. Provide input to the Transportation Agency of Monterey County (TAMC).
SUMMARY:
County staff has continued to work with the Transportation Agency of Monterey County (TAMC) on plans for a Marina-Salinas Multimodal Corridor. Conceptual design plans have been prepared and TAMC is soliciting input on these plans. On March 25, 2015 on behalf of TAMC, Carl Holm presented the information at the Agricultural Advisory Committee (AAC). The Committee found that the Davis Road alignment was more practical than Blanco Road (west of Davis Road) as it moved the bike route away from agriculture as much as possible. However, if it would be on Blanco Road (east of Davis Road) the north side is preferred. The AAC raised concerns regarding the availability of public facilities (restrooms) to ensure food safety in the fields and adequate setbacks/buffers between pedestrian/cyclist to preserve agricultural processes (i.e. equipment movement, pesticide application, etc.). A report prepared by TAMC is attached for your information. TAMC staff will attend the meeting to present this item.
This item was scheduled to be presented to the Fort Ord Committee on April 27, 2015 but was not heard due to timing of the agenda. The Planning Commission received a report on April 28, 2015 and provided individual comments, no formal action was taken. Comments received through this process will be presented to the TAMC Board.
The update report is not a project as defined by the California Environmental Quality Act (CEQA), Guidelines Sections 15060(c) (3) and 15378. The Multi-Modal Corridor Plan is a TAMC/FORA project where the Board is asked to provide input for areas within the unincorporated County. This report is an administrative activity and is for information purposes only.

The following agencies have reviewed the project: Environmental Health Bureau; RMA-Public Works; RMA-Environmental Services; CAL Fire San Benito - Monterey; Monterey Regional Fire District; Office of the Agricultural Commissioner.
FINANCING:
Funding for staff time associated with this project is included in the FY14-15 Adopted Budget for the Resource Management Agency.
