RECOMMENDATION:
It is recommended that the Capital Improvement Committee receive the quarterly report from Resource Management Agency-Public Works on Job Order Contracting for the quarter ending March 31, 2015.
 
SUMMARY/DISCUSSION:
Resource Management Agency - Public Works (RMA-PW) staff continues to report on the status of job order projects under the 2013 Job Order Contracts (2013 JOC).  Attachment A: 2013 JOC Quarterly Report identifies seven projects under construction, with nine projects completed during January 1 - March 31, 2015.  
 
On January 27, 2015, the Board of Supervisors awarded the 2014 Job Order Contracts (2014 JOC).  Attachment B: 2014 JOC Quarterly Report identifies two projects under construction and two projects completed under the 2014 contracts during January 1 - March 31, 2015.  
 
Attachments A and B include the JOC's Job Order Value for the work to be constructed.  The Job Order Value is the value that the Contractor will be paid for the work under JOC program.  Additionally, both Attachments A and B provide other required reporting data such as, subcontractor, number of contractor evaluations completed, and 50% Local Employment compliance information for the projects.  Attachment C provides required contractor evaluations for completed JOC projects.
 
Public Works Contract Code Section 20128.5 provides that counties may award annual contracts for repair, remodeling, or other repetitive work to be done according to unit prices, commonly referred to as job order contracting.  This contracting system uses an extensive catalog of construction tasks and associated technical specifications containing over 260,000 individual items specifically designed for Monterey County, which improves the economy and efficiency in completing public works projects, including urgent and time sensitive projects.  
 
OTHER AGENCY INVOLVEMENT:
Resource Management Agency - Public Works (RMA-PW) coordinates the preparation of the JOC Projects with Contracts/Purchasing and the Auditor-Controller.  
 
FINANCING:
Funding for JOC projects is contained either within the approved budget allocations of RMA-PW Fund 401- Facilities Maintenance Projects; Fund 402- and Fund 404- Capital Projects; Fund 002 Road Fund; or the individual department that authorized the project.  The Gordian Group fee is a five percent (5%) License Fee of each JOC project total value.  This fee is payable by the County upon the issuance of a Job Order to the JOC Contractor.  The Gordian Group offers additional project management services for job orders as requested by the County for a set fee of 5.95% of the job order total value.
