RECOMMENDATION:
It is recommended the Capital Improvement Committee:
a.      Support the Deputy Purchasing Agent for Natividad Medical Center (NMC) to execute Amendment No. 2 to the Agreement (A-12552/MYA1021) with GNU Group for Signage Analysis & Master Plan Services at NMC, extending the Agreement an additional one (1) year period for a revised term of September 1, 2013 through June 30, 2016 and adding $78,860 for a revised total Agreement amount not to exceed $263,360; and
b.      Support the Deputy Purchasing Agent for NMC to execute up to three (3) future Amendments to the Agreement which do not significantly alter the scope of work and do not cause an increase of more than five percent (5%) of the current cost of the Agreement.
SUMMARY AND DISCUSSION:
NMC identified a great need to improve its interior and exterior signage. As more than 50% of the hospital's patient population is limited English proficient (LEP), and a great percentage of the total patient population cannot read.  The majority of the hospital's existing signage is in English, and the signage does not use universal symbols (pictograms).  
 
NMC selected the GNU Group through a competitive Request for Qualifications (RFQ) process to complete the signage master plan.  To date the GNU Group has completed the following:
1. Developed wayfinding strategy and graphic vocabulary using color coded universal icons and numbers
2. Programmed and documented all locations and copy for exterior and interior signs
3. Developed construction intent documents specifying detailed construction techniques, materials, colors, finishes, and placement/ installation locations.
 
NMC is ready to move to the next phase of the implementation of its wayfinding program.  Amendment #2 will allow for the GNU Group to provide construction administration for the interior and exterior wayfinding program once a contractor is identified through the competitive bidding process.  As the signage nomenclature is very different from what exists in the hospital, the GNU Group will assist with coordination and phasing of the installation of the signage.  Additionally, Amendment#2 will allow for the GNU Group to conduct web based trainings to all of our staff members.
 
NMC is requesting the option to execute up to three future amendments, as the vast majority of the signage work will not complete until Fiscal Year 2017.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Amendment No. 2 as to legal form and risk provisions and Auditor-Controller has reviewed and approved as to payment provision The Amendment No.2 has also been reviewed and approved by NMC's Finance Committee on April 23, 2015  and by its Board of Trustees on May 1, 2015.
 
FINANCING:
The cost for this Amendment No. 2 is $78,860 and $78,860 is included in the Fiscal Year 2015-16 Recommended Budget. There is no impact to the General Fund.
