RECOMMENDATION:
It is recommended that the Capital Improvement Committee receive a Job Order Contract update from Natividad Medical Center.
 
SUMMARY/DISCUSSION:
On October 22, 2013, the Board of Supervisors awarded two one-year Job Order Contracts (JOC): NMC 2013-01 to Ausonio Incorporated and NMC 2013-02 to California Plus Engineering Incorporated. These two contracts terminated in October 2014, and no new Notices to Proceed could be initiated after the termination.  Work could continue on projects as long as the Notices to Proceed were issued prior to the termination date.  
 
On October 21, 2014, NMC received approval from the Board of Supervisors to go out for bid for three new JOC contracts.  The bids were opened on November 13, 2014.  On April 7, 2015 NMC received approval from the Board of Supervisors to award contracts to the lowest most responsive and responsible bidders: JOC Natividad Medical Center 2014-01 - California Plus Engineering Incorporated; JOC Natividad Medical Center 2014-02 - Ausonio Incorporated; and JOC Natividad Medical Center 2014-03 contract to John F. Otto dba Otto Construction.
 
NMC has been very satisfied to date with the JOC program.  To date we have completed eight projects and have five projects in progress.  Attachment A is a summary detailing the completed projects and projects in process.  The following information is included in the summary for completed projects: funding source, contract value, contractor name, whether evaluations have been completed, and whether or not the 50% minimum local employment compliance has been met.  Attachment B provides required contractor evaluations for completed JOC projects.
 
OTHER AGENCY INVOLVEMENT:
Natividad Medical Center coordinated the preparation of JOCs with Contracts/Purchasing and the Auditor-Controller. Natividad Medical Center has worked with County Counsel on the various capital projects listed. The CAO-Budget & Analysis Division recommends the funding source for capital projects should be placed in a separate capital projects fund. NMC Finance and A/C have met on how to address with a targeted completion by the end of FY 2015 (June 30, 2015-Effective July 1, 2015).
 
FINANCING:
The funds for these projects are either in approved capital from FY 2014 and FY 2015 or are within NMC's operational expense budgets (with exception of the Emergency Interim Chiller project). A five percent (5%) License Fee for utilization of the JOC program is also payable upon the issuance of a Job Order to the Gordian Group.
