Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve the Director of Health to execute a three fiscal year term (FY 2015-16, 2016-17 and 2017-18) Alcohol and Drug Treatment Services Agreement with Sunrise House for the provision of alcohol and drug recovery services in the annual amount of $341,862 for a total of $1,025,586; and

b.                     Authorize the Director of Health to execute up to three (3) future amendments to this agreement where the amendments do not exceed ten percent (10%) of the original agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This new Alcohol and Drug Services Treatment Agreement with Sunrise House replaces Agreement A-12235 which expires on June 30, 2015. Sunrise House will continue to provide Alcohol and Other Drug (AOD) Prevention services in the Salinas region of Monterey County. Some of the services Sunrise House prevention staff will provide include: Educate adults of the existing Social Host laws (SHO) and the legal consequences of providing alcohol to minors through media and forums; implement and maintain Responsible Beverage Service (RBS) training for local businesses in the Salinas region; conduct alcohol and drug education training; increase knowledge of consequences of alcohol abuse to students and adults; implement; and coordinate Monterey County Prevention Collaborative.

 

This Agreement contains the County’s standard 30 day termination provision (Section 5), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding (Section 6).  Should the funding be reduced or terminated, Behavioral Health Bureau will implement a plan to terminate this Agreement as needed.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:   3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.

 

FINANCING:

This Agreement is funded by 100% State and Federal AOD Prevention dollars. The funds for this Agreement for FY 2015-16 ($341,862) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Recommended Budget.  The funds for this Agreement for FY 2016-17 ($341,862) and FY 2017-18 ($341,862) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
