RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Director of Health to execute Amendment No. 2 to the Alcohol and or Drug Service Contract Agreement A-12550 with Valley Health Associates to increase the funding for fiscal year (FY) 2014-15 from $246,061 to $731,689 (an increase of $485,628) and FY 2015-16 from $246,061 to $731,689 (an increase of $485,628) for a revised total Agreement amount not to exceed $1,709,439.

 

SUMMARY/DISCUSSION:

Valley Health Associates (VHA) provides narcotic and outpatient treatment services which include methadone dosing for AB 109, Drug Court, and Drug Medi-Cal eligible Monterey County residents. This Amendment No. 2 eliminates the Drug Court Program, revises drug treatment rates to reflect FY 2014-15 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS), and increases the Narcotic Maintenance units of service with anticipation of DHCS’s approval to VHA’s request to increase the Narcotic Treatment Program slots from 60 to 100.

 

This proposed Agreement supports the Monterey County Health Department 2011-2015 strategic plan initiative: 1) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

This Agreement contains the County’s standard 30 day termination provision (Section 5), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding (Section 6).  Should the funding be reduced or terminated, Behavioral Health Bureau will implement a plan to amend or terminate this Agreement as needed.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed this Amendment No. 2 as to legal form and fiscal provisions, respectively. Amendment No. 2 to Agreement A-12550 is on file with the Clerk to the Board.

 

FINANCING:

This Amendment No. 2 is funded by 44% Federal dollars (Federal Financial Participation) and 56% State dollars (AB 109 and State Realignment funding). The funds for FY 2014-15 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2014-15 Adopted Budget.  The funds for FY 2015-16 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2015-16 Adopted Budget.
