RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement for $1,168,173 with ACTION Council of Monterey County to provide administration, leadership, and coordination for Differential Response (aka: Pathways to Safety), and the CalWORKs Family Stabilization Program, for the period July 1, 2015 through June 30, 2016; and

b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement provides leadership, administration, quality assurance and coordination for two (2) programs, Differential Response (aka Pathways to Safety), and the CalWORKs Pathways to Employment Program. Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children’s Services (FCS).  This approach to evaluating and improving family and child well-being, improves a community’s ability to keep children safe.  This is accomplished by responding earlier and more meaningfully to reports of abuse and neglect, before family difficulties escalate to the point of harm.  Monterey County FCS, in coordination with our community partners, will continue to work with the ACTION Council to continually strengthen and support a network of prevention, early intervention and family case management.

 

The CalWORKs Pathways to Employment Program operates in partnership with the Department’s CalWORKs Family Stabilization to engage families in crisis that are not adhering to Welfare-To-Work program requirements and are sanctioned or at-risk of sanction. The Pathways to Employment Program is modeled on the successful Pathways to Safety Model, with the goal of reengaging sanctioned CalWORKs families and providing stability.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

 

 

FINANCING:

This agreement is fully funded with Social Services Federal and State revenues, and Realignment funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2015-16 Adopted Budget.  Approval of this action has no impact on the County General Fund Contributions.
