a. Approve and authorize the Contracts/Purchasing Officer to sign a Standard Agreement on behalf of the Probation Department with Turning Point of Central California, Incorporated to provide Transitional and Emergency Housing services in an amount not to exceed $364,094 for adult offenders eligible for the AB 109 Public Safety Realignment plan for the period July 1, 2015 to June 30, 2016; and
b. Authorize the Contracts/Purchasing Officer to sign up to three (3) future amendments to each Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a Standard Agreement on behalf of the Probation Department with Turning Point of Central California, Incorporated to provide Transitional and Emergency Housing services in an amount not to exceed $364,094 for adult offenders eligible for the AB 109 Public Safety Realignment plan for the period July 1, 2015 to June 30, 2016; and
b. Authorize the Contracts/Purchasing Officer to sign up to three (3) future amendments to each Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.
SUMMARY:
The AB109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB109 Public Safety Realignment plan. Funding is allocated to Turning Point for Transitional and Emergency Housing services.
DISCUSSION:
The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors. The Probation Department is responsible for implementation and financial oversight of the AB109 Public Safety Realignment plan, distributing a total of $12,855,898 for Fiscal Year (FY) 2015-16 to local organizations supporting the AB 109 Public Safety Realignment community programs in Monterey County.
Turning Point of Central California (Turning Point) has been allocated funding in the amount of $364,094 to provide Transitional Housing and Emergency Housing Incentive Services for adult offenders eligible for the programs.
Turning Point is a non-profit agency providing services in collaboration with other AB109 funded programs. The agency will provide “Housing First” a Residential Reentry program which offers housing with supervision, programming and support services.
OTHER AGENCY INVOLVEMENT:
The agreement has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.
FINANCING:
Funds associated with this recommendation totaling $364,094 are provided by the State, AB 109 Public Safety Realignment Act of 2011. Funding for all AB 109 programs has been authorized in the current state budget, and is included in Probation’s budget unit 8165 for FY 2015-2016. There is no additional cost to the County General Fund Contribution associated with this recommendation.
