a. Approve Professional Services Agreements (PSAs) between the County of Monterey and the following contractors: APSICM-Sixth Dimension, LLC; Ausonio Incorporated; Kitchell/CEM, Inc.; and Harris & Associates, Inc. to provide On-Call Construction Management Services (CMS) for Various General Projects located within Monterey County, California (Request for Qualifications (RFQ) #10476), in a total amount not to exceed $5 Million for each Agreement, for a period of three (3) years with the option to extend each Agreement for two (2) additional one- (1) year period(s);
b. Approve PSAs between the County of Monterey and the following contractors: APSICM-Sixth Dimension, LLC; Kitchell/CEM, Inc.; and Vanir Construction Management, Inc. to provide On-Call CMS for Various Correctional Facility Projects located within Monterey County, California (RFQ #10477), in a total amount not to exceed $5 Million for each Agreement, for a period of three (3) years with the option to extend each Agreement for two (2) additional one- (1) year period(s); and
c. Authorize the Contracts/Purchasing Officer to execute the PSAs and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Professional Services Agreements (PSAs) between the County of Monterey and the following contractors: APSICM-Sixth Dimension, LLC; Ausonio Incorporated; Kitchell/CEM, Inc.; and Harris & Associates, Inc. to provide On-Call Construction Management Services (CMS) for Various General Projects located within Monterey County, California (Request for Qualifications (RFQ) #10476), in a total amount not to exceed $5 Million for each Agreement, for a period of three (3) years with the option to extend each Agreement for two (2) additional one- (1) year period(s);
b. c. Authorize the Contracts/Purchasing Officer to execute the PSAs and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.
SUMMARY/DISCUSSION:
The County of Monterey utilizes Construction Management Services for construction projects to cover all phases of design development through project close-out tasks in support of County Project Managers on specific capital improvements. Construction Management will supplement County staff services and provide daily project oversight with specific expertise in general or correctional facility construction necessary for successful project delivery. Professional Service Agreements issued from an “on-call” Construction Management Services list are utilized as the procurement method.
APSICM-Sixth Dimension, LLC; Ausonio Incorporated; Kitchell/CEM, Inc.; and Harris & Associates, Inc. were selected for their expertise and capabilities to provide On-Call CMS for various general projects under a PSA through a competitive selection process in accordance with County policies (under RFQ #10476). APSICM-Sixth Dimension, LLC; Kitchell/CEM, Inc.; and Vanir Construction Management, Inc. were selected for their expertise and capabilities to provide On-Call CMS for various correctional facility projects under a PSA through a competitive selection process in accordance with County policies (under RFQ #10477). Each of the above seven PSAs will be issued for an amount not to exceed $5 Million for a period of three (3) years with the option to extend the PSA for two (2) additional one- (1) year period(s).
OTHER AGENCY INVOLVEMENT:
Resource Management Agency-Public Works worked closely with Contracts/Purchasing during the development of the RFQs and competitive selection process. The Offices of County Counsel and Auditor-Controller have reviewed and approved the PSAs as to form and legality, and fiscal provisions, respectively.
FINANCING:
Funding for On-Call CMS will be provided by individual project revenue sources as these services are requested.
