a. Approve a Professional Services Agreement with Moffatt & Nichol, a California Corporation, to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with Quincy Engineering, Inc. to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Approve a Professional Services Agreement with Wood Rodgers, Inc. to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
d. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with Moffatt & Nichol, a California Corporation, to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with Quincy Engineering, Inc. to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Approve a Professional Services Agreement with Wood Rodgers, Inc. to provide on-call bridge design services for bridge projects over $100,000, under Request for Qualifications #10490, in an amount not to exceed $500,000 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
d. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.
SUMMARY/DISCUSSION:
Monterey County Resource Management Agency- Public Works (RMA-PW) solicited for qualification from engineering firms to provide on-call bridge design and inspection services. The County issued a Request for Qualifications (RFQ) #10490 in accordance with County policies and State laws for on-call bridge design services. Following a competitive selection process, Moffatt & Nichol, a California Corporation; Quincy Engineering, Inc.; and Wood Rodgers, Inc., were selected for the on-call contracts due to their expertise and capabilities necessary to provide on-call bridge design services for bridge projects over $100,000 under a Professional Services Agreement (PSA). The on-call contracts would be an amount not to exceed $500,000 for each PSA, and for a period of three (3) years, with the option to extend each PSA for two (2) additional one (1) year period(s).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved the PSAs as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. The funding for services will be provided in the Road Fund (Fund 002) by the individual project revenue sources as the on-call services are requested.
