RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Approve Amendment No. 11 to Professional Services Agreement No. A-09966 with Wood Rodgers, Inc. to provide additional project management, review and processing of the environmental document, design, right-of-way acquisition and construction for the Highway 68 - Corral de Tierra Road Intersection Improvements, Project No. 114065, in the amount of $260,385 for a total amount not to exceed $1,001,647, and extend the term to December 31, 2016; and

 

b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 11 to Professional Services Agreement No. A-09966 and future amendments to this Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY/DISCUSSION:

The purpose of the Highway 68 - Corral de Tierra Road Intersection Improvements project is to improve traffic flow at said intersection.  The project is to construct a second left-turn lane onto southbound Corral de Tierra Road from westbound Highway 68.  The project is also to construct a merge lane on southbound Corral de Tierra Road to receive the second left-turn lane.

 

The Project Approval & Environmental Document (PA&ED) phase of the project was anticipated to be completed in 2012.  However, the review and processing of the environmental document associated with Caltrans approval required substantially more time and effort than anticipated.  The environmental document (Initial Study/Mitigated Negative Declaration (IS/MND) went through numerous review iterations and revisions until it was ultimately approved by Caltrans for public circulation on December 1, 2014.  As a result of the additional effort in coordination with Caltrans and revisions to the IS/MND and technical studies, Wood Rodgers, Inc. scope was expanded and budget exhausted.

 

Currently the project design is 30% complete and the environmental document has been circulated to the public. The IS/MND is scheduled to be complete in September 2015. Design is anticipated to be complete in March 2016, with bid advertisement planned for May 2016. Construction is scheduled to begin in August 2016.

Amendment No. 11 to Professional Service Agreement (PSA) No. A-09966 is necessary to complete the PA&ED phase of the project, complete right-of-way acquisition, complete design, and provide design support during construction. This amendment will increase the PSA by $260,385 for a total amount not to exceed $1,001,647 and extend the term to December 31, 2016.

 

With the numerous revisions to the environmental document, and project report, to meet Caltrans’ requirements, the project has been extended.  Attached is a list of amendments to the PSA to date.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 11 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  The estimated total cost of the project, including engineering, environmental, right-of-way and construction, is $3,161,322.  Funding from a variety of State and local revenue in the amount of $3,161,322 has been authorized for design, environmental, right-of-way and construction of the project as identified in attached Project Budget.  Sufficient appropriations are available in the Resource Management Agency - Public Works Budget (Fund 002, Subfund HORC, Unit 8195) to finance Amendment No. 11.
