RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept a $95,000 Grant Award from the Transportation Agency for Monterey County for Regional Surface Transportation Program Funds in the amount of $55,000 for the Rio Road Overlay Project No. 1725 and Undesignated Reserve Grant Funds in the amount of $40,000 for driver feedback signs on State Route 156; and

 

b. Authorize the Auditor-Controller to amend the Fiscal Year 2015-16 Adopted Budget for Fund 002-8195, Appropriation Unit RMA012, to increase estimated revenue and appropriations by $95,000 to finance Class II Bike Lanes on Rio Road and driver feedback signs on SR 156 (4/5th vote required); and

 

c. Authorize the Director of Public Works, or his designee, to accept, administer, and execute documents to secure these funds from the Transportation Agency for Monterey County.

 

SUMMARY/DISCUSSION:

On June 24, 2015, the Transportation Agency for Monterey County (TAMC) Board approved the award of $55,000 in Regional Surface Transportation Program (RSTP) funds and $40,000 of Undesignated Reserve Funds to Monterey County for two items:  The Rio Road Overlay (Project No. 1725) and the placement of driver feedback signs on State Route 156 (see attached TAMC Exhibit A).

 

The additional funds for the Rio Road Overlay (Project No. 1725) will allow the County to amend the scope of the project to include the construction of Class II Bike Lanes along Rio Road, while still delivering the pavement rehabilitation project this summer.  In order to provide the pavement width that is necessary to include bike lanes, the travel lanes would be reduced from 12 to 11 feet wide and parking would be eliminated from the north side of the road.  This parking restriction was heard by your Board on July 21, 2015.  The installation of the bike lanes is estimated to cost $55,000.

 

TAMC received communication from Oak Hills residents requesting near term measures be evaluated that might relieve traffic issues on State Route 156 that the community has been experiencing while a long term solution is developed.  Caltrans does not normally install these signs in the State right-of-ways but allows them to be installed under an encroachment permit by other parties.  TAMC has requested that the County apply for the encroachment permit, install, and maintain the signs.  The funding for the placement of driver feedback signs on State Route 156 will pay for the signs along the roadway including all staff time and other associated installation costs.  The signs would be placed in the State right-of-way under an encroachment permit issued by Caltrans to the County.  The installation of the signs is estimated to cost $40,000.  The recurring estimated annual maintenance cost of $1,200 per year will be funded by the Road Fund. Both projects are estimated for completion late spring 2016.

 

OTHER AGENCY INVOLVEMENT:

On May 20, 2014, the Board of Supervisors adopted Resolution 14-130 approving a Master Agreement between TAMC and the County of Monterey for RSTP Funds for County projects

 

FINANCING:

The total cost of the Rio Road Overlay project (Project No. 1725) is $343,280.  RMA-PW has allocated $288,280 from its annual allocation of Transient Occupancy Tax (TOT) funds and the difference of $55,000 would be funded through the RSTP grant. 

 

The $40,000 Undesignated Reserve Funds grant for the State Route 156 Driver Feedback signs will cover purchase, installation and staff administration costs.  There are sufficient funds in the Fund 002, Road Fund Fiscal Year 2015-16 Adopted Budget to cover the $1,200 annual maintenance cost for the Feedback signs on State Route 156 and will be included in future budgets.  RSTP funds are not required to have a local match.
