RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health to execute the Memorandum of Understanding (“MOU”) between the Monterey County Health Department, Behavioral Health Bureau (“MCBHB”) and the City of Seaside for the provision of counseling services provided by MCBHB to at risk youth for the prevention and intervention of their involvement in gangs from July 1, 2015 to June 30, 2016 where the City of Seaside’s level of financial support is $61,348.00 and MCBHB’s level of financial support is $126,750.00.

b.                     Approve delegation of authority to the Director of Health to execute up to three future amendments to this Agreement that do not significantly alter the scope of work or where the total amendments do not exceed 10% of the original contract amount.

 

SUMMARY/DISCUSSION:

The Seaside Gang Reduction, Intervention and Prevention Program (“Program”) is a partnership with the City of Seaside and MCBHB to provide youth in the City of Seaside with prevention and intervention services and strategies to prevent and decrease youth involvement in gangs.  The Program inception is July 1, 2015 and the goal is to serve at least fifty (50) youth each fiscal year.

 

MCBHB provides a full-time (1.0 FTE) Psychiatric Social Worker, a part-time (.20 FTE) Behavioral Health Services Manager and a part-time (.20 FTE) Behavioral Health Unit Supervisor for oversight and the provision of outreach and counseling services to youth and their families participating in the Program located at the Seaside Youth Resource Center. The positions are partially funded by the California Gang Intervention Reduction Intervention grant (“CALGRIP”) awarded to the City of Seaside mixed with Mental Health Services Act funds (“MHSA”) and Medi-Cal revenues.

 

MCBHB seeks the Board of Supervisors approval to authorize the Director of Health to execute the MOU with the City of Seaside retroactive to July 1, 2015. The MOU with the City of Seaside is being presented to the Board for approval later than anticipated due to lengthier than expected negotiations.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative:  2) Enhance community health and safety by emphasizing prevention.  It also supports two of the ten essential public health services, specifically:  4) Mobilize community partnerships and action to identify and solve health problems, and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

This MOU contains a 30-day “without cause” provision (Section 10), which provides that either the County or the City of Seaside may cancel the MOU.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements, respectively.  A copy of the MOU is on file with Clerk of the Board.

 

FINANCING:

There are sufficient appropriations and revenues in the MCBH (4000-HEA012-8410) FY 2015-16 Approved Budget.  The costs for these services are funded by a mix MHSA and Medi-Cal dollars.  The City of Seaside has agreed to provide one half of MCBH’s cost for provision of services for 1.0 FTE Psychiatric Social Worker.  The level of the City of Seaside’s financial support for FY 15-16 is $61,348.00 and the County’s maximum liability for FY 15-16 is $126,750.00.  There will be no impact to the County General Fund associated with this request.
